Is detention of anyone just?

Are a person’s actions random or do they result from inherited or acquired desires? Is self-control or an absence of control learned at home, school or in the community, possibly under dysfunctional circumstances? When a person’s behaviour is aberrant, are the various causes apportioned and correction or retribution applied to each cause in proportion to its agency? Or does the perpetrator cop the lot, as if he had deliberately made wrong choices, being able to exercise free will at every juncture? Could we acknowledge that people are naïve, ignorant, victims who may be innocent? Or must the community have retribution — falsely attributing to it: deterrence?
